There is a fundamental misunderstanding between the government and its voters about the security decree. Many voters of the PDL and the League since it was approved really think that all undocumented immigrants in Italy are being arrested and deported, while it's not. The misunderstanding arises because many Italians have no idea of the complexity of the phenomenon of immigration, which has been further complicated by the usual very bad Italian laws, since the Bossi-Fini law of 2002.
Senseless laws which do not solve any problem and create new ones. Immigration is indeed a historical and global phenomenon that no law in the world could ever stop. The only thing you can do is manage it as best as possible, not stop it. To eliminate illegal immigration a state should close its borders, a medieval idea which would cause an economic collapse immediately. The laws of this and the previous Berlusconi government criminalize immigration in different ways. Immigrants who lose their jobs may lose their work permit too, and therefore receive a deportation order. If they don't leave they may end up in jail or in the identification centers, which really are euphemistic prisons.
But the actual percentage of those who are arrested between the undocumented is minimal. The percentage that is actually expelled is even more ridiculous, because to complete expulsion we cannot just take the immigrants to our land borders (we are in Europe, there is free movement of people and therefore there are no more checks at the border) and so we should send them away by plane to their country of origin, but to do it is necessary that the country recognizes a person as its citizen and agrees to accept it. Very few countries are doing so in the end the illegal immigrants in Italy are hundreds of thousands, and the vast majority of them have committed no crime, they are just unemployed or working illegaly. Of these, those who are arrested are actually a few thousand, a rate of 1% if it goes well, and those who are expelled are really a few hundred, a rate of 0.1% if it goes well. Then, the concrete result of this idiotic and racist laws that prevent immigrants from having basic human rights, such as the possibility of renting a home, sending money home, go to the hospital, reporting a crime, recognize their children or send them to school is simply to arrest 1 illegal immigrant in 100 and deport 1 in 1000. And most of those arrested and deported are not even a social danger, but simply the few unfortunates who were checked. For immigrants who have committed crimes, undocumented or not, the situation is better now that the government has criminalized half a million innocent immigrants, because the real culprits can hide among the crowd much more easily. Meanwhile what is really needed for security, giving funds to justice and police, the government has no intention of doing. Nor is what is really needed to manage immigration, invest in reception and regulating policies that could clearly separate the bulk of decent people from the small minority of criminals.
But many voters and members of the PDL haven't having the slightest idea of reality, instead they believe television propaganda. Thus, we see initiatives such as the prison bus to deport undocumented immigrants in Milan, "White Christmas" without undocumented immigrants in a town ruled by Northern League in the province of Brescia, and the call for citizenship to denounce the undocumented in another town ruled by Northern League in the province of Mantua. Idiot initiatives that do not serve for nothing but to reassure the local reactionary population that their politicians have the intention of defending the ancient world in which they live. Too bad that their little old world was over several decades ago and no folk event of Northern League will ever bring it back. Fortunately for them, because in the small world of the ancient north before immigration, once from the south and now global, the peasants were dying of hunger and poverty reigned. What would happen again if the North was suddenly without immigrants. But surely the League do not live in reality, but in an imaginary land that does not exist and never existed, the Padania. An area that they will have to share, whether they like it or not, with millions of immigrants and millions of Italians who feel an utter disregard for their folk events.
As recently stated the Speaker of the House Fini, those who discriminates immigrants are assholes. But how to call the governments that enact laws that cause unnecessary and harmful difficulties, suffering and death to innocent people? Perhaps an epithet so obvious is not enough. Those who think that such laws have resolved the issue of immigrants we could call only the pathetic deluded. But when they start to encourage informing and organize systems of deportation in the name of ethnic cleansing of neo-Nazis style, they seem more like disgusting and dangerous.
